[REST]Fixed the bug of reading and writing error under the linux, unix or mac operation system.

Hi, all!
       Some users have found that they wound meet reading and writing errors under the linux , unix or mac operation system.
       Now I have fixed this problem and released it in advance. Please click here to download it (REST2007V1.3_090525.zip).
       Actually, I am trying to add some new features to rest_sliceviewer, so you may see a new release version in a few days. To be frank, I don’t like to publish new release versions too frequently :(. But this is the emergent case, so I have to release it. :)
